During the summer of his high school freshman year, Hodaka runs away from his remote island home to Tokyo and quickly finds himself pushed to his financial and personal limits. Failing to find work, constant storms and flash-floods make matters worse. Finally landing a job working for a magazine focusing on urban legends and the occult, Hodaka is told of a girl who may posess the ability to manipulate the weather. Seeking to track her down, Hodaka not only changes his destiny but also the future of the entire city.
